If you have Hebes in your garden they maybe looking a bit bedraggled after the last winter blast. They are considered semi hardy, especially in severe winters.....and I think we can say the wind chills were pretty chilly! Anything evergreen may have suffered but some varieties of Hebe are delicate, if they are variegated or got red in the leaves they tend to be more in line for a beating.
Hebes generally don't like being pruned, they never come back in a nice shape especially is they are old, but try cutting back as soon as you can see buds coming through in spring, use the spring burst to invigorate them back to life and see what happens. They maybe ok or you may have to replace them and hope for a milder winter next year.
low down new growth is coming through, i'll prune these back after Easter.
